The built-up portions to the North, South, East and West were divided into districts. These, with the old city were consolidated by the Act of February 2, 1854. 1853-55 Robert T. Conrad 1856-57 Richard Vaux 1858-62 Alexander Henry By the Act of April 12, 1861, election was changed to second Tuesday in October, and term of Mayor was extended to first Monday of January, 1863. Stokley By State Constitution of 1873, which went into operation on January, 1874, all elections for city and ward officers were changed to the third Tuesday of February. 1875-77 William S.
